I assume you want to do this as a test.
I have used a software tool for this in the past from Rad
Communications.
Basically you take a PC with 2 nic cards and pop on this software. It
turns
it into a configurable WAN. You can limit outflows, delays, and inject
errors.
I don't remember the name of the product and it is just an old test tool
they have around (it isn't really marketed much). You probably have to
call
them for it. One trick I remember that wasn't well documented was that
you
had to remove the windows TCP stacks from the network drivers. We used
it
in the lab at Softricity and I think they got a software upgrade to it
last
year so it should be available.

Hi group,
Trying to find a tool to slow down a winxp/2kserver network ( or
communication between 2 machines). Searched Google and only found
methods with Linux. Have some testing to do with slower connections.
Any ideas( a dial-up directly into the machine is a little too slow) or
links to some information on how to go about it?
