Sound like you have a problem with Spanning tree turned on your switch.
Switch to portfast mode.  Otherwise you will wait 30-60 secs after the
machine boots to access the network.

No, I'm running SP2 on my DHCP server.  Thanks for this, I'm going to try
it.  It sounds like it may help the situation...
