But, if you use the tools filemon or regmon from http://www.sysinternals.com it is usually a trivial matter to find out where the access failure is and to fix it. Since, in your case, Administrator fixes it but Power Users does not, its sounds like a registry key. On default Windows 2000 installations (including non upgrades), Power Users do not get full control of HKLM\SOFTWARE. They do get write access. But some brain damaged applications open the registry with full control even though they don't need it and then fail. Power Users also does not grant write access to most of the existing system files in the WINNT tree. But, if your application is writing to one of those, it is really brain damaged.
