While I agree that making the IIS Server a DC is a bad idea, is there a way
to do what he wants?
Given that my assumptions in the last post were correct, of course...

It doesn't have to be a DC. In fact, using a DC for IIS is a pretty bad
idea. As long as the server is a member of the domain, it will be able to
authenticate AD accounts.
