In my case, this DC has NO FSMO roles and is not the root DC.
It is pretty much dispensable in that regard.

Before you do that, realize that you are trying to remove the domain
root
DC.  Is this also your forest root domain controller?  If you remove the
forest root domain controller without previously building another one
and
moving the necessary roles, your AD is toast.  If your child domain DC
is
having problems communicating with the parent domain, why don't you
investigate the cause of your communication problems?  Have you run
dcdiag
and netdiag on both the DC's to see if you can figure out what's going
on?
I hope this is in a test environment - you really don't want to be
mucking
around with AD like this in a production environment - you could really
screw things up bad.

Still researching.  I'm not as experienced as you guys are so I'm
getting
some outside help.  The guy helping me is checking into these articles
in
the ms knowledge base: Q255229 and Q223787.

Our setup is a parent domain with a child domain.  The child is having
trouble communicating with the parent.  Thinking of demoting the pdc
(parent) then promoting it back again.  That's were the problem arises.
It
seems to be a dns issue.

We are having a similar problem in trying to demote a dc.  Just doesn't
want
to work.  ntdsutil won't work for us either.

I had this machine on another domain, I demoted it and added it to a
different domain (needed the pc and didn't want to buy another one) now
I
have a ton of errors.  Too many errors to try and fix them all so my
thought
was to start all over again. This is NOT the last DC in the domain.

OK, I have looked everywhere I can think to try and figure out why I
keep
getting dns lookup errors when I try to demote my W2K DC. I have not
found
the answer.  I can't even manually remove it using ntdsutil.=3D3D20 So
here is
my question...What are the ramifications if I just turn the DC off,
reformat
the drive and reinstall W2K (keeping the same name) and then promote it
back
to a DC. =3D3D20 I =3D3D20
