[windows2000] DST change reset desktop

This is very strange, it happened last fall, and I just chalked it up
to user error, but it happened again today.......
It appears that DST change causes the users desktop to be reset,
basically her icons get resorted. I know, things could be worse, but
the squeaky wheel gets the grease. I have had no luck looking for this
on the windows support site. Has anyone ever encountered this, and is
there a fix.
