[windows2000] DNS Question

If someone can just verify or perhaps point out where my thinking is
incorrect. DNS - I thought, in a nutshell, that when a client asked a DNS
server to resolve an FQDN, the server would resolve it or in the case where
it did not know then it would ask the server listed in forwarders (in this
case forwarders are setup). Is that not the case?
