Well its for a client of ours.. They have an IT guys, but he isnt too
bright.. So I'd like it to be something that we can initially setup for them
but takes minimal configuration to add new programs to deploy.

IntelliMirror, or software deployment via Group Policy.

But I guess it depends on what else you tell us about your environment...
