Local Policies are not the same as GPOs... GPOs includes the settings for Local Policies, but it can do a lot more. You can open this and manually modify the local policies according to what rights you want specific groups to have. The users and computers would need to be in that OU. Keep in mind that you can't apply GPOs to thee default User and Computer Container. You need to create a new one and move the object to that new OU. If you want to filter the GPO further for specific users/Computers in that OU, use the security permission tab to apply/deny the GPOs.
