[windows2000] Another question about installing using GPO

According to the class I took a while ago, if you deploy using "Assign",
instead of "Publish" and have that associated with the user rather than
computer, then when the user logs on it is supposed to put something onto the
desktop, advertising the fact that there is a program available. I don't see
that there at all.
Why is that?
