Mine is very similar to that, using SC.exe to create services, reg.exe to
copy registry settings, and plain old "copy" to push it out.

Quick and dirty is where it's at... add comments after you know it works.

I'd like to put my VNC script up against yours.  Actually, I think mine
sucks.  I had to whip something up as quickly as possible one day to get VNC
out on all the computers when Tivoli (burn in Hell!) stopped working.  It's
just a batch that loops through net view and does some file copying and
reg-writing...
