WinAmp 5.2 Pro encoder problems

Hi Folks:

In the encoder options of WinAmp 5.2, using MP3 Encoder v1.3, it would appear 
that one is not able to change the mode settings from VBR and Joint Stereo. Can 
anyone varify whether this is true or false.  Am I missing something here?
