A .wax file is a Windows Audio Playlist file that points to an actual file, similar to a .m3u or .pls file. To this end they should load fine in Winamp without any third-party plug-in. If a plug-in is required it is most likely because the file linked by the playlist is not supported in Winamp, not the playlist itself.
