Question about a station in Winamp Library

Hi list, Peter here.  This is in addition to my question yesterday about the
Vorbis decoder and whether it's a good idea to increase the buffer size and
the amount to prebuffer.  There's a station in the Media Library under
Oldies called Oldies Radio Net AAC+/AACplus CD-quality A Radiosurge Station;
(at least that's what the title says).  This station has a bitrate of 32K so
obviously it's supposed to work for dial-up (which I have); it broadcasts in
stereo but it constantly breaks up, compared to other mono stations I have
bookmarked which are for dial-up and have no break-up at all.  What is AAC?
Is that having to do with the broadcaster using OGG Vorbis for broadcasting?
If that's the case, how do I go about configuring the Vorbis Decoder plug-in
so buffering is 128 KB rather than 64 KB and prebuffer set to 100 percent?
It's difficult to do this on my system; all I can do is route Jaws to PC and
read what's there; using just the PC cursor all I get is the Okay button and
the Cancel button.  (By the way, the sample rate for the signal of this
station is 44 K hertz; bit rate is 32 K.)  Any info you can give on this
will be appreciated.  TIA
