To all Wiltondale residents: Your input is needed on an important matter. Please read this entire message. Background: Wiltondale Parking You may be aware that Wiltondale has a constant problem with non-residents parking in some areas of the neighborhood. While this is primarily due to Towson University (TU) students and affecting Worcester Road by the York Road entrance as well as Aintree Road, Newberry Lane also has its fair share of non-resident parkers who are visiting the nursing home on the other side of Stevenson Lane. As a result, most of the vehicles parked in these areas throughout any given day are non-residents. This often leaves residents with no spaces in front of their home to park their own vehicles and can make it difficult for residents to get in and out of the neighborhood. In addition, there have been several incidents of TU students being rude, vulgar and even threatening to residents. Over the years, the Wiltondale Improvement Association (WIA) explored various strategies to help affected residents address this problem resulting from ever-growing TU enrollment with only minimal success. However, with the support of County Executive Kevin Kamenetz, Councilman David Marks (District 5) and the Towson University Office of the President, residents of Wiltondale are now in a position to initiate steps to create residential permit parking zones as other nearby neighborhoods impacted by the same problem have done. Please note the WIA's role is limited to ensuring that residents outside of these areas are fully aware of the impact that establishing these zones may have on them. It is up to the affected residents to determine whether permit parking zones are established and this communication to you serves as the first step in the process. Permit Parking Zones For all of the proposed zones, the restricted parking will be in effect on Monday through Friday during the day. We will be able to set the specific restrictions ourselves. Those already in effect and successfully deterring students along Cedar Ave would probably make the most sense. When you look at the maps of all current zones in Towson (http://tinyurl.com/towsonparkingmap), it becomes clear why Worcester and Aintree Roads are experiencing the problem. These are the closest streets to Towson University that still allow free unrestricted parking. Proposed: Worcester and Aintree Roads Currently, the zones being considered include Worcester Road (houses 500-511) and Aintree Road (houses 1-7 odd, 4-16 even). It can extend east on Worcester and north on Aintree as far as a majority of affected residents will support. Potential: Newberry Lane Since no one actually resides on Newberry Lane, there is question whether the section of Newberry between Stevenson Road and Sussex Road would qualify. However, if residents would like to explore a permit parking zone, please participate in the following online survey to voice your opinions on the matter. For Consideration Residents close to York Road on Yarmouth and Wilton Roads as well as house numbers higher than 511 on Worcester Road and higher than 16 on Aintree Road should pay particular attention. It is likely that you may begin experiencing student parking in front of your homes as soon as the permit parking zones are established. You have the opportunity now to have your home included in the proposed zones or establish zones in your areas to preemptively prevent TU students from parking in front of your house. If you choose to wait to see if the problem develops and to what extent, it will be up to you and other affected residents to initiate and pursue the process to have the zone extended to your area. Enforcement Baltimore County will enforce the permit parking zones, which will result in citations for the violators. As violators accumulate citations, the cars may then be towed in accordance with County guidelines. Next Steps: Participate in the online Survey before Monday March 9, 2015 We are sending this message to gather input on the initiative from all residents, and it is vital that we hear from all residents in the proposed zones as well as residents near proposed zones because 65% of the total number of residents in a proposed zone must be in favor.
