APOs are sometimes loaded into the audiosrv service, and COM won't unload the
DLL for 15 minutes after it is used. That may be what you're seeing.

And I also encounter the situation where the apo dll is still in use even stop
audiosrv.
Any one know why?

You can try this:
net stop audiosrv
net start audiosrv
However, depending on how the devices have been used and the phase of the
moon, sometimes that's not enough to reload the APOs.
