The SetState always returns: STATUS_SUCCESS, but I'll add more traces to
see if anything unusual is going on there.

On a related note is there anyway to install the WaveTest to the Driver
Test Group in VS 2013?

(Or just set a breakpoint. But adding tracing is a better investment.)
