You don't have to have an MSDN subscription. You can get the DDK for nothing but shipping & handling; I believe it's about $25.

The "DDK Suite" includes a bunch of other stuff and costs more. The Windows 2003 DDK should do you just fine. It is an invaluable tool for someone in your position.
