[W4CAE] Changes to the Columbia Amateur Radio Club constitution and by-laws

Columbia Amateur Radio Club members and friends,
In accordance with the existing policy, by a majority vote of members
present at the April 5 meeting of the CARC, we amended the constitution
and by-laws to strike out references to a "Newsletter" as a primary
communication medium. We substituted references to the club website and
announcements made by email and on the bi-weekly nets.
