This program was recently awarded a grant of 5.5 Million Euros. The project is focused on analyzing, explaining, evaluating and designing policies to better deal with flood risks from rivers in urban agglomerations across Europe. The results of this ambitious programme are expected to be highly relevant for policies and law at the European, national and regional level and for the development of public-private partnerships. STAR-FLOOD stands for STrengthening And Redesigning European FLOOD risk practices: Towards appropriate and resilient flood risk governance arrangements. It is expected that flood risks from rivers will increase significantly in the coming decades, not only because of climate change, but also due to increasing urbanization of river areas. To deal with these risks, many European countries focus on building, reinforcing and maintaining dikes. STAR-FLOOD takes as its starting point that a focus on dikes is necessary, but not sufficient in order to ensure sustained flood protection. From a resilience point of view, the strategy should be broadened with pro-active spatial planning, building prescriptions, warning systems, evacuation- and recovery plans. To study how this broadening of strategies can be brought about, the programme will combine and integrate public administration and legal expertise. The research closely connects to current policy discourses in various European countries and to the approach underlying the European Floods Directive. The main objective of this research position will be to carry out activities related to scientific integration of the whole STAR-FLOOD program. This work will be done together with one fellow postdoc and under the coordination of the program leader, prof. Peter Driessen. Public administration and legal scholars in six EU countries will produce country-specific analyses of Flood Risk Governance. The team at the UU Environmental Governance section will ensure that theoretical integration between the different disciplines (public administration and law) is achieved, that the different research activities are adequately linked and that the whole program is carried out in a theoretically and methodologically consistent way (including cross-country comparability of the case study results). To achieve these goals, you will carry out the following kinds of activities: * organizing and facilitating activities (workshops, master classes, meetings) in order to promote multi-disciplinary collaboration; * carrying out additional empirical analyses; * writing some of the program deliverables, including a final document with the main research results, as well as reports on scientific progress; * reviewing, editing and integrating scientific contributions of other consortium partners; * writing high-impact scientific publications related to the core of the research program; * disseminating the research results at scientific conferences and towards practitioners; * handling questions of other consortium partners; * facilitating smooth communication and efficient exchange of information through the program website and social fora. Functie-eisen The following qualifications are expected: * a PhD and proven strong expertise in the discipline Environmental Studies, Public Administration, or in one of the social sciences that are considered relevant for this research topic. Law-related expertise is considered a plus; * content-related qualities required to develop and conduct research in the field of flood risk governance; * experience with publishing scientific work in refereed international scientific journals; * be a team player, able and willing to cooperate with social science and legal scholars in interdisciplinary projects; * able to communicate well with the world outside the university (politics, public administration, commerce, societal organizations, consultation boards) in order to highlight the profile of the research department and to enhance knowledge dissemination; * excellent organisational skills allowing you to organize and coordinate complex projects. Arbeidsvoorwaarden You will be offered a full-time position, initially for one year, with a possible extension to 3,5 years, starting on, or shortly after, 1 October 2012. The salary is dependent on experience and ranges between € 2.379,- and € 4374,- gross per month (based on a fulltime appointment, scale 10/11, Collective Labour Agreement Dutch Universities). The salary is supplemented with a holiday allowance of 8% per year and an end-of-year bonus of 8.3%. In addition we offer a pension scheme, health insurance, a partially paid parental leave, and flexible employment conditions. Employment conditions are based on the Collective Labour Agreement of the Dutch Universities.
