The TeamTalk installer for Windows is at

On one of the last screens of the installer, you select which part of
the TeamTalk system you want to install. You must choose the one that
has the word "classic" in it. Otherwise, the Doug Lee scripts (at
http://www.dlee.org/teamtalk/jfw-tt46.exe) won't/don't work. The
current script build is 206.
