Just out of curiosity, what does the "Gr" stand for?
On my highly sophisticated Keyboard, when I press the Alt Key on the right
of the Space Bar on its own, Jaws says "Alt Control".
When I type my name, I hold down the right Alt Key and the letter a and
Jaws says "a acute".
If one is using any letter on their Keyboard, as a shortcut combination,
then that letter will not work with the Alt Key combination to the right of
the spacebar.
Then as you suggest, the Ctl plus ' will do the job, of course using the
shift key for a Capital letter.

If you are talking about the desktop then Press the Alt Gr key and the
required letter e.g. Alt Gr + a = á For a capital letter, press Alt Gr,
Shift and the required letter e.g. Alt Gr + Shift + a = Á (The alt-gr" key
is the alt key on the right of the space bar).
Note: For some keyboards, pressing Alt Gr and the letter i does not give í.
If you experience this problem, press the Ctrl key and the single quotation
mark () and the i key i.e. Ctrl + + i = í. To get a capital Í, press the
Ctrl key and the single quotation mark () and then also press the Shift key
and the i key i.e. Ctrl + + Shift + i = Í
If you are thinking of the iPhone, then you may need to use a Bluetooth
keyboard to get these characters.
On my Bluetooth keyboard connected with my iPhone I type Option +e to create
the acute character and then the letter I want to accent. For example:
Option E followed by the letter "a" gives me á Option + e followed by the
letter "e" gives é Option + the letter "o" followed by "o" gives ó
Adding shift with each letter gives the capital version

I'm an non irish speaker part from a few choice words. however, i have some
contacts who have irish spelling names. i'm wondering how do you put the
wee yoki on the letters.
This guy is called Brian although he has the thing on the I.
I do hope someone can figure out what i'm asking, as I think i've even lost
the plot.
