Paul,
To set keyboard layout, at least with JFW10 anyway, activate the Jaws
options menu, enter on basics, and tab across 6 times until you reach
the "keyboard layout" combobox. You can then use your up and down arrow
keys to select the option you want. When you're happy, tab another few
times until you get to the "ok" button and hit enter. That should do the
trick.
The process shouldn't be much different in older versions of Jaws I
suspect...
