Hi John,
I tried Surface Reader some time ago with Sonar and it worked very
well. You can configure it to give spoken feedback for parameters when
you make changes on your control surface.
It's a little tricky to set up and configure, and it's still being
developed. There is an Email list for users and testers, and Tim
Burgess, the developer, is very helpful and responsive. Details here:

It's purpose is to give voice/Braille output of MIDI controls and displays
via your screen reader. It works by using virtual MIDI connections from
either MIDI Yoke or LoopBe30. This placing the Surface Reader software in
the middle of the MIDI chain between your physical controller and DAW
software.
It's originally been designed to work with Cakewalk and mackie controllers,
which I have neither of. However, it is meant to be able to write custom
surfaces for other controllers and DAWs.
I haven't had much joy with it thus far but am hoping others may of had
better luck.
