Are you talking about setting up your Dot using the web site on your windows
PC? Or are you talking about setting up your Dot using the Alexa skill which is
available on the Windows store?
The windows app is not 100% accessible with screen readers. So if you are
planning to use speech to navigate the app you may have significant issues. If
you are planning to use the web site on your Windows PC then you simply go to:
https://alexa.amazon.com
or
www.amazon.com/alexa
Sign in with your amazon account and set up your dot.
Depending on which dot you own, Third Generation, Second Generation, etc. you
will have a easier or more difficult time setting things up. And your Dot will
do most of the work.
You do not need Prime but you do need at least a free amazon account.
