Hi Kathy. I don't use Skype, but, my daughter has it installed on her
new 7 inch Fire, and, so does my wife on hermuch older Fire tablet. My
wife will Skype from Jamaica to home and the sound is perfect on both
devices.
When I mentioned volume in app settings, I was talking about the app
itself when opened. Most apps have a nav. dropdown with alot of
choices. I thought that there might be something there.

There was no way I could see to disallow that. On my Apple devices
everything is how I would expect. The same thing held true for Skype from
the play store, and another product that is under development, that they say
is for the market in India, but which apparently we can use, called Skype
light, meant for use on lower end devices or slow cellular networks.
