(VICT) dog refuses to move

Hi List,
What would you suggest for when a dog refuses to move forward? I know 
someone with a dog who only guides for a few minutes before sitting or lying 
down, and the traditional leash corrections don't work with her. Her dog 
knows what the clicker means and how to hand target. Any suggestions?
