[va-richmond-general] eagles?

Hi friends on the list - I'm writing this fully aware of showing my ignorance, 
I'm a relatively new bird person, but I'm hoping to learn from you - 

For the past several years I have believed there was an eagle nest in a tree on 
an island in the river, just to the right as you begin to cross the James River 
Bridge, headed downtown (near the south side of the river).  The nest was quite 
large and there was always what I thought was an eagle perched on the broken 
limbs of the tree, near the nest.  I've looked for the bird every single trip, 
every day in the spring for the past few years.

This spring I have been disappointed as the nest has not been built up, and I 
have seen no birds.  But, today when I drove across the bridge, I saw the 
"eagle" in the tree, but the nest is unchanged.

So please help me, is this an eagle?  I'm sure others have noted the nest and 
birds in past years.  I'd gone so far as to bring binoculars and check it out 
in past years (not when driving, of course - smile) and it looked like an eagle 
to me, but I'd like to know for sure.

Secondly, is it too late for them to start building up the nest for this year?
