Could anyone hazard a guess on this one?

Subject: unidentifiable bird

I've seen a couple of birds over the past several months and, not having my
binoculars at the time, cannot figure out what they are. Wondered if you knew
of them or if someone had sighted and reported them.

LOCATION: Shields and Swan Lake (near Byrd Park)

DESCRIPTION: Black almost all over. Wingspan??? They swim very low in the water
with their narrow, pointed beaks up towards the sky. They dive for fish (or
algae?) on a regular basis. I've actually seen one with a fish in its mouth.
It's very cormorant or loon-like, but, from my vantage point, either the
coloring or beak doesn't fit any of my pics of this type of bird.

Have been wondering for months. Any ideas?
