I agree, it's a chipmunk, but my curiosity got me to hunting on the web.

Check out this blog:

This notes the lower-pitched clucking call specifically warns of aerial
predator. Since there's frequently either a red-tailed or red-shouldered
cruising around Bryan Park, this sounds just about right.

Hey folks,

A friend of mine who lives in Ginter Park area sent me this (poor quality)
audio of a bird call that I couldn't identify. Can anyone help ID for me?

You'll probably have to crank up the volume. It's very faint in the
background. Sounds like a constant regular mechanical clucking. It was
coming from a Magnolia thicket in a residential neighborhood. It stopped
when he approached but he said it was constant all day.

Wondering if it could be a begging call. Any thoughts?

Thanks!
