I met Joe Kelly on level 5 of parking garage 2 at Dulles International Airport
around 11 this morning. Joe had spotted the owl almost at once on the main
terminal building on.a light pole (favorite perch?). Lighting was terrible
(looking due South at noon) but we were able to get a few recognizable photos.
While we were looking at the owl Joe mentioned he’d seen a probable
Rough-legged Hawk at few days earlier. As we scanned the field for other
raptors we found the RLHA perched on a cedar. We finally saw it fly and were
able to confirm this species. Several Northern Harriers are also present.
