This is an interesting issue.  First, whatever China mandates is going to 
appear draconian.  Second, there is a significant problem of overpopulation 
worldwide.  Third, China and India are the most populous nations in the world, 
which is already burdened with an unsustainable population level.  Lowered 
mortality, mentioned in the article, means that the population will age and 
require care, presumably by the children of these senior citizens, rather than 
by the state.

We have a related problem here in the US.  Childbirth is currently below the 
replacement level.  This would lead to declining population if it were not for 
immigration from other countries.  Nativist interests in this country want us 
to limit immigration to "protect" us from being overwhelmed by uneducated, 
criminal, etc. people.  This argument goes back to before the Civil War and, 
obviously, the result of immigration by people who aren't "our kind," whether 
they be people of different ethnicities or religions or races has not been 
beneficial.  Everyone on this mailing who is not descended from immigrants, 
please stand up.  Powhaton [sp?] said it "There goes the neighborhood."

The underlying issue in both cases is political control.  The problem has been 
recognized for thousands of years and has been dealt with, generally 
unsuccessfully.  The first chapter of the Book of Exodus describe Pharoah's 
fear of being overwhelmed by a foreign influences.  The Chinese built the Great 
Wall.  Two different approaches, neither satisfactory.  The Egyptians needed 
cheap labor and the Chinese were attempting to avoid political change.  Neither 
was, ultimately, successful.
The Israelites left and the Mongols came in, anyway.

Population control is necessary.  Mao recognized it but the solution to the 
problem has not yet been realized.  There will certainly be discomfort, 
probably major, as the population ages.  We Seniors have a desire and need for 
care as we leave the workforce.  I don't know the answer.
