The important difference is the amount of time people have to stand in line 
because the authorities have reduced the number of points of service [read: 
polling places].  People who are in and out quickly do not have the time to get 
thirsty or the need to go to the toilet.  Also, there are efforts to reform, 
rather than increase the laws in New York State.  Apples and Oranges.  Eric
