This raises the question of whether it is either legal or ethical to use
government supplied forces for privately funded political agendae. Noem has
national ambitions and hopes to raise her profile by doing this. Abbott at
least has some standing on the border wall but his condemnation of private land
for political purposes to be partially funded by private money is also
questionable.
In other words, if it does not fit the budget criteria, tough luck. Budgets
are not piggy banks.
