[uae] privoxy on E-UAE

Hi!
I know it doesn't make that much sense to run Privoxy on E-UAE when one
could run it on Linux instead. So its in no way urgent for my
article. ;-)
But the issue I reported may point to a bug in the network emulation of
E-UAE.
