The problem I have with your suggestion is that not all statements that follow a quotation are capitalized.

Hi David

I am just a little concerned that when you are advising people how to
type the mum said, "Please go to bed.", you are advising the student
correctly how to type it with the exception of the capital letter prior
to the word "Please".  I think there needs to be some indication in
there that when a quotation is encountered, the first character
following the quotation mark needs to be capitalised.  You should
explain it at this juncture because this is the point where quotation
marks are being introduced for the first time.
