[tunerpro] Req: flags in parameter tree enhancements

1. Have a singular page for the flags,
2. or better yet, make them check boxes in the tree.
#2 does have a there's no "set" button but issue, but I think changing the flag
is implied. You can always double click the flag and bring up the current box
if there is a problem.
