I tried the famous scala web framework – Play – and it takes a long time to
bootstrap the environment by downloading all required modules (>10 mins).

My opinion. Still a little long away from Django and RoR in terms of setup
effort. Could come with more improvement in the future. You can try it
sometimes for fun.
