I would guess one of the Ichneumon wasps.  They have thin "waists" like a mud 
dauber; it's hard to tell in this pic.

  This spectacular critter was photographed in Winchester, TN, on June 23, 
2009.  I have struggled mightily with the identification.  I think it may 
actually be some sort of wasp, so it may be a bit off topic here.  However, I 
would appreciate any takers as to its identification.  Whatever it is, it is a 
real eye-grabber, especially the antennae !!
