Steve, and others, Forgive me stepping in here, when Michael is certainly more knowledgeable about the way TWRA works, and how dealing with species in decline is/should be handled. But I see this as an opportunity to again mention the Coordinated Bird Monitoring plan for Tennessee. Among other things, this plan will include the plan for monitoring specific species, such as Loggerhead Shrike, Cerulean Warbler and Golden-winged Warbler, which we all believe need that need it. Another benefit of the CBM is that it would help all potential sources of money for research target their limited funds towards the most important goals. As such, the CBM must necessarily be a project that recieves input from all of the most eminent birders and ornithologists in the state. We and the bird will need that group of people tocome to a concensus on the: 1) most important issues affecting birds in this state 2) the species that are most in need of monitoring 3) the best places to monitor, and 4) the best methods to monitor When this is all done, we will have a recipe for monitoring that we all can agree on and pursue as a team. When a grad student is looking for a project, I truly hope that the Aborns and Alsops and Buehler's of the state will guide that student towards a gap in the plan. When TOS distributes money, I hope that there will be a priority given to projects that meet the needs of this plan. Of course, all the birders and professors in the state are still not enough. We will need input from the big land owners: TWRA, TVA and other utilities, state parks, national parks, national forests, etc. I welcome any input you may have on this project which I am coordinating under Michael Roedel's supervision.
