I'd say Shrikes and Kestrels mostly. I've seen Carolina Wrens eat
cicadas, too, but am not sure how important a food source that would
be.
Since the periodicals come out earlier than the annuals, I'm guessing
this would be a big boon to the birds that are already nesting at
that time - the annuals probably come out too late for some species.
