It would certainly be terrible if fees of even a fraction of Wallace's nightmare scenario started cropping up. Such fees would reduce tourism and the economic benefits it brings to rural communities. Set too high, such fees could even counteract their intended purpose, raising revenue for the state, by diminishing sales and entertainment taxes generated by tourism. Usage fees are a lousy solution to the problem of how to pay for public lands and natural resource management. An obvious better solution is to tax those who derive monetary gains from such lands -- timbering operations, mining, etc. However, such industries make huge contributions to political campaigns and wine and dine politicians once they are elected. With the help of the Tennessee Farm Bureau, they have prevented our state from passing any regulations on logging whatsoever. As long as we continue to tolerate such corruptions of the governing process, it will be citizens, not corporations and industries, paying for public land.
