Judging by the shape of the feathering going out along the base of the bill, 
looks like a young male White-winged to me with that little bit of color 
starting to develop on the bill.

Ya'll are killing me with all of these Scoters! :")

When I looked at these I just assumed they were all White-winged. Now 
looking at the picture I’m wondering if it might be a Surf?
 
This was taken at the Chickamauga Dam on 1/11.
