[TN-Bird] TWRA, falconry, plus blue jays (not)

Having known a falconer in the past, I can confirm that he was a
knowledgable and conscientious handler, who made it his habit to rotate his
birds, only keeping them for a couple of years before releasing back to the
wild. He was very active in several conservation groups.

....and as for the TWRA, like any group, they may not be perfect, but look
at what they do every day to help protect our wildlife, and without a lot
of thanks or recognition from Joe Q. Public. My local officers have been
extremely helpful in pursuing the road hunters and poachers that I've
reported in my rural area. My conversations with them have left me
impressed with their knowledge of the local eco-systems and their passion
for their job.

The young officer that is in currently in charge of my particular area even
stopped by last Christmas and made a generous donation to the pet shelter
that I helped to start in Chester County. He and his wife agreed to do that
instead of exchanging gifts. I know these guys don't make a lot, and the
rush of gratitude I felt made tears roll down my cheeks as I took the check
from him out by his truck in the cold wind. I'm proud to call Officer Chuck
Yoest my friend.

He has also alerted our group to investigate cases of animal cruelty or
neglect that he witnesses on his rounds. Here's a guy with heart.

...and after all, wasn't it the TWRA that alerted TOS about the application
to capture the albino hawk, and asked for input? That says something,
too...

As for local birding, I am "missing" my band of bluejays again this year.
Am I the only one who thinks the bluejay populations are down? Until the
last couple of years, I associated winter with looking out at the feeders
and seeing colorful mixtures of cardinals, bluejays and goldfinches.
Nothing blue out there for the last two or three years! I know the lack of
acorns in the area is a factor this year, but the years before?
