All right, I’ll stick my neck out. ;)
I’m going to go with Common Tern. The bodies of both birds seem to show some
gray — Forster’s would be more pure white. The primaries underneath show a good
deal of black at the tips, again more than I believe one would see on a
Forster’s. The upper parts are fairly dark compared to what I would expect with
a Forster’s giving the bird a darker overall cast. Even the hooded nature of
the black cap suggests Common to me.
All this said, much of what I point out — particularly that gray on the bodies
— could be artifacts of the photos, and so I offer all of this with a great big
grain of salt.
But with the information we have, I would say Common.
