[TN-Bird] Fulton County (KY) Smith's Longspur correction

Note from Rob Lane:
After reviewing what was seen the other day in Fulton County, the initial
call of Smith's Longspurs was probably incorrect - the birds were more
likely Vesper Sparrows - sorry for any confusion/trouble this might have
caused.
