Found out this behaviour was by design. CTX101808 solved my problem.

We have a test set-up with one citrix box that publishes notepad, and
another citrix box that hands out a published desktop. Notepad is
called from the published desktop using the PN Agent passthrough client.
That works fine.
We then activated content redirection (txt file on the published desktop
has to open with the published notepad) and noticed that the local
Notepad opens. What surprises me is that on a regular client and on the
console of the server itself, the same content redirection DOES work. It
just doesn't work from inside a published desktop.
Can anyone help me out on this?
