[THIN] roaming profiles windows 2008 r2 cirix 6.5

I have built 2 new Citrix 6.5 servers, created a central location on my NAS
device to roaming profiles. I have added profile manager for Citrix and
created the necessary GPOS.
The problem is the only way that I get roaming profiles to be setup properly is
if the user is in the local admin group.
I cannot use the Terminal Service tab in AD due to we have several Citrix farms
globally and the central location will be different depending on what farm or
location a user is going to .
So what am I missing that a user needs to be in the admin group to get roaming
profiles setup?
