set the run/runonce reg keys to be admin only writeable?
beat the users with a big stick?
remove the ability to download *.exe from the internet?
lock down the server so they cant write to it?

We have a 1.8 farm and I keep getting error with users grabbing stuff from
the internet which places itself in the "Run" in the registry. Typically
it's ICQ Net.
Is there a way to prevent this from happening?
