[THIN] failed to install Windows SP3 on Citrix server

I received the following error when attempting to
install W2K SP3 on a XP FR2 box:
M:\winnt\system32\tsadmin.exe is open or in use by
another application
retry or cancel are the only options.
I have installed it on a similiar box with no
problems.
Any thoughts?
